What the math is doing
Landed cost per unit = the price per unit at that quantity + every one-time fee added up and divided by the units in the order + shipping split across every unit + duty on the product price. That is the only number you compare on. A low price per unit with a big setup fee loses at a small order and wins at a big one, which is why the winner changes as you move the slider.
The target is the line. Under it at volume means this manufacturer can work at your price. Close (within 10 percent) means negotiate: share your target and ask what quantity, packaging change or payment term gets them there. Over means a number has to move, and you get to choose which one. The product is fine.
Price is not the whole story. Lead time and how fast and fully they answered are the other two things you weigh. The Quote Referee prompt weighs all three and names your first choice and your backup.
